СКАЧАТЬ Безопасности ООН, принимая резолюцию 1199, квалифицировал положение в Югославии как угрожающее международному миру и безопасности в регионе, подтверждая обеспокоенность быстрым ухудшением гуманитарной составляющей на всей Косовской территории, указал на необходимость предотвратить надвигающуюся гуманитарную катастрофу.108 Совет Безопасности призвал представителей югославской власти незамедлительно прекратить репрессии гражданского населения, вывести специальные воинские формирования, начать диалог политических сил и потребовал от албанского руководства Косово осудить террористические акты. Вместе с тем данная резолюция не смогла предотвратить гуманитарную катастрофу в этом регионе109.
